The territorial distribution of Universidades para el Bienestar Benito Juárez García: Between deserts and educational mirages

Abstract

Since 2019, Universidades para el Bienestar Benito Juárez García (UBBJG) have been promoted as a program to expand access to higher education (HE) in Mexico. The objective of this analysis is to show in which type of HE markets are the 145 UBBJG offices located, in order to identify the extent to which the program meets its objective of expanding access to HE in the regions that most require it. For this purpose, the educational deserts' proposal, developed by Hillman and Weichman (2016), is used. According to this approach, geographic regions and their local education markets can be classified in terms of the existence or absence of HE options. Our study found that 92 schools are in an educational desert, which means that 63% of them meet the objective of bringing HE to regions that lack an offer of this educational level, this implies redirecting efforts to better focus educational attention on people who wish to move towards HE.
