Author Biography

Carlos Ivan Moreno-Arellano, University of Guadalajara, Guadalajara, Jalisco, Mexico

He holds a Ph.D. in Public Policy from the University of Illinois at Chicago. He is a tenured professor at the University of Guadalajara in the Department of Public Policy and Organizational Studies. He is a member of CONACYT’s National System of Researchers. He has served as a visiting scholar at the University of Chicago and Northwestern University. His research focuses on governance and organizational change in universities, comparative higher education policy, and educational innovation. He is a member of various associations and think tanks, such as “Mexicanos Primero Jalisco” and the University Design Institute at Arizona State University (ASU). He currently serves as director of the General Directorate of University and Intercultural Higher Education (DGESUI), a division under Mexico’s Undersecretariat of Higher Education.
