Author Biography

Carlos Ivan Moreno, University of Guadalajara (UdeG), Guadalajara, Jalisco, Mexico

D. in Public Policy from the University of Illinois-Chicago. He is a full professor at the University of Guadalajara in the area of Public Policy and Organizational Studies and rector of the Virtual University System of the UdeG. He is also a member of the National System of Researchers of CONAHCYT. He has been a visiting researcher at the University of Chicago and Northwestern University. His research focuses on governance and organizational change in universities, comparative higher education policies and educational innovation. He is a member of several associations and think tanks such as: Mexicanos Primero Jalisco and the University Design Institute at Arizona State University (ASU).
