Bajo el impacto de la crisis global que afecta a los países de América La tina y el Caribe y muy particularmente a partir de la década de los ochenta -no por azar bautizada como "la década perdida"- se han acentuado significativamente los desequilibrios económicos y las desigualdades sociales en la región.
