Public Administrator, PhD in Strategic Management and Postdoctorate in Human Sciences. Professor at the University of Tarapacá. Academic Director of the Inter-University Institute for Educational Research (IESED-CHILE). He is a guest professor at universities in Latin America and Europe in graduate programs (masters and doctorate) and has participated in multiple conferences, as a speaker and lecturer. He is Founding President of the Ibero-American Congress of Research on University Governance and Educational Institutions (CIIGUE). He has been director, principal investigator and co-investigator of 15 publicly funded projects, including six Fondecyt-Regular. He has about 250 academic publications, including books and book chapters with editorial board.

Director of Research and Analysis at UNESCO IESALC. With a career as a higher education analyst, researcher and policy advisor, Victoria has worked in more than 50 countries, co-authored 90 technical reports and more than 50 academic publications, and is a frequent guest lecturer, trainer and speaker. Previously, Dr. Galán-Muros co-founded and directed the Innovative Futures Institute, was research director at the Global Institute on Innovation Districts, analyst at the OECD, senior associate consultant at Technopolis Group, expert for the European Commission, advisor to Santander Universities and policy director at the University-Industry Innovation Network, among other positions.

Doctor in Production and Systems Engineering and Master in Administration from the Federal University of Santa Catarina - UFSC. He is a professor at UFSC - Federal University of Santa Catarina, in the Department of Administration Sciences - CAD, and in the Postgraduate Programs in Administration - PPGAdm and University Administration - PPGAU. He is President of the Institute for Research and Studies in University Administration - INPEAU, at UFSC.
