Control de calidad como asunto disputado en la gobernanza de la educación superior chilena
Abstract
El control de calidad se aborda en el presente artículo conjugando tres enfoques convergentes. Primero, se ofrece una síntesis de la noción de gobernanza de los sistemas nacionales de educación superior, que en el caso de Chile su conformación se caracteriza por el alto grado de privatismo de su régimen de economía política. Segundo, se muestra cómo en este caso la función de control de calidad se halla condicionada por una compleja red de interacciones entre las organizaciones académicas (universidades), las fuerzas de la política (Estado y gobierno) y las fuerzas de los mercados relevantes para la educación superior. Por último, se enfoca la gobernanza del sistema chileno desde el punto de vista del control y aseguramiento de la calidad, mostrando las tensiones y contradicciones que crean aquellas interacciones.
