Burocratización de la convalidación académica en Paraguay vs capital humano cualificado
Abstract
En un mundo globalizado, las barreras que se presentan para el desarrollo económico y social tienen carácter normativo. A partir del análisis bibliográfico de algunas normativas vigentes y de los programas habilitados para el desarrollo del capital humano en Paraguay, con este artículo pretendemos diagnosticar la regulación de la convalidación académica, que se contrapone a los propósitos nacionales, regionales y mundiales. Como diagnóstico, podemos aportar que, si bien los postulados son pretenciosos, hay un problema de raíz que tiene su lugar en la diferenciación conceptual y procedimental de los actos de convalidación, hecho que, sin intención, atenta directamente contra las convenciones y programas que apuestan por una integración regional y la movilidad internacional del capital humano titulado en instituciones de Educación Superior.
